Verify that you are you logged on using an account that has "Admin" priveleges. Also try creating a new account with "Admin" previledges and then try changing your power plan. If your new account works and the original one does not the that account has a corrupt profile, in which case you should run chkdsk and SFC /scannow.

chkdsk: Open a command Prompt by right clicking and select 'Run as Administrator' and then at the command prompt type: chkdsk /f /r then press the enter key.

Run the SFC /SCANNOW command. This will check and repair if necessary any critical Windows system files.

Click on Start/All programs/Accessories then

Right click on Command Prompt option and select 'Run as administrator'.

At the command prompt enter: SFC /SCANNOW
